Part 3: List of Prioritized Epic Problems

Based on debates and Condorcet-style ordering logic, with strict rules for floor control, proposal clarity, and bounded discussion time.

Proposal Types (per turn)

  • New: add a problem and propose its order.
  • Move: reposition an existing problem.
  • Remove: propose removal of irrelevant problem.
  • Pass turn.
  • Yield turn to another participant.
  • Defer and re-enter later in the round.

Deferred Turns

  • Deferred participants can issue a Motion to Undefer before each new floor transition.
  • No second or vote required for Motion to Undefer.
  • If multiple undefer motions exist, apply in randomized round order.

Debate Sequence

  1. Proposal logged; relevant TED Talk may be played and logged.
  2. Clarifying/confirming questions only. If unanswered, Motion to Table may be raised, seconded, and passed by majority.
  3. Check for objections. If none, accept and move on. If any objection exists, debate continues.
  4. Debate windows: 1-minute interventions, 10-minute total cap per proposal, excluding TED Talk playback and question-answer pauses.
  5. Debate forms: question, suggestion, debate for/against, test, hack.
  6. Motion to Extend Debate may add 5 minutes by immediate plurality vote.
  7. Motion to Vote requires a second. Content vote and position vote are independent.

Voting and Repeat-Proposal Rules

  • Vote #1: accept or reject content change (add/remove/modify problem).
  • Vote #2: accept or reject proposed list position.
  • If content passes but position fails on addition, problem is added at end by default.
  • If voted, same item/same position cannot return in future rounds without amendment.
  • If no vote occurred by round end, same proposal can be reintroduced in a future turn for continued discussion.
  • All motions and votes must be recorded in the log book.
